Prof. Dr. Ittai Bar-Siman-Tov, Visiting Professor from Bar-Ilan University, Tel Aviv, will give the course "Legisprudence and Legislation: Theoretical and Comparative Perspectives" from 12 to 23 March 2026. More information can be found here. Additionally, on 25 March at 6:00 p.m. in room RAA-G-01 ("Kleine Aula"), he will give a presentation entitled "Regulating (Ab)uses of Omnibus Legislation through Judicial Review – An Empirical Study". 

Prof. Bar-Siman-Tov will present his study on “Regulating (Ab)uses of Omnibus Legislation through Judicial Review”.  Omnibus bills are extensively used in many countries, and have also recently been on the rise in the EU. Their use (and often abuse) is a matter of intense debate and criticism, raising questions of whether courts should intervene to curb their excesses.

The lecture will focus in particular on the Israeli Supreme Court’s distinctive model of judicial review of omnibus bills in the absence of formal procedural rules. It will present an empirical study on how such judicial intervention may shape parliamentary behavior, with possible relevance for current European and global debates on omnibus legislation. Additionally, the presentation engages with the global debate on judicial review of legislative processes and the still-open empirical question of whether such review improves legislative quality and encourages better parliamentary practice. 

Ittai Bar-Siman-Tov is Professor of law and co-director of the dual degree program in law and political science at Bar Ilan University Faculty of Law. His research areas include legisprudence, parliamentary studies, legislation and regulation; constitutional law and constitutional theory; and law and data science/ artificial intelligence. He serves as General Editor of the international journal The Theory and Practice of Legislation, member of the Executive Board of the International Association of Legislation and Co-Chair of the Israeli Association of Legislation. He also serves as member of the Executive Board of the Data-Science & AI Institute and of the Law, Data and AI Lab, and Senior Fellow at the Jean Monnet Centre of Excellence on Digital Governance (DIGOV).

An award winning lecturer and researcher, Prof. Bar-Siman-Tov received several teaching prizes, and his research received multiple awards (including, among others, the Giandomenico Majone Prize, awarded by the European Consortium for Political Research’s Standing Group on Regulatory Governance) and numerous international and national research grants. His scholarship was published, inter alia, in the Georgetown Law Journal; Boston University Law Review; William & Marry Law Review; Political Studies; American Journal of Comparative Law; International Journal of Constitutional Law; and Regulation & Governance.
