Dr. med. vet. Otto Maissen (veterinarian) is the head of the Animal Experiments and Evaluations Division, Federal Food Safety and Veterinary Office (FSVO).

As a representative of the Federal Administration, he is a member of the steering committee of NRP79, which is tasked with effectively promoting the 3Rs principle.

He is involved in legislative processes and the drafting of guidelines relating to 3Rs legislation.
